Simon specialises in competition, economic regulation and overseas investment.

With extensive experience across New Zealand and overseas, Simon advises on the full range of competition and regulatory matters including merger control, competition and regulatory enforcement and investigations, and other regulatory and public law issues.

He has particular expertise in the utilities sector, advising regulated utilities on price controls, compliance and regulatory enforcement matters in the electricity, gas, telecommunications and airports sectors.  He also assists clients with consents and enforcement proceedings under the Overseas Investment Act.

Simon is recognised as a Leading Lawyer by Chambers Asia Pacific 2026.

Recent highlights

  • Advising on wide range of complex merger control and foreign direct investment clearances including EROAD/Coretex, Cargotec/Konecranes, Bunge/Viterra, Hewlett Packard Enterprise/Juniper Networks, Luxottica/Essilor, Kirkbi/Merlin Entertainments and Boehringer Ingelheim/Sanofi.
  • Assisting regulated utilities in the electricity, gas pipelines, telecommunications and airport sectors in relation to price-quality path determinations and their engagement with the Commerce Commission.
  • Acting for a number of electricity lines companies in relation to Commerce Commission enforcement proceedings for contraventions of price paths, information disclosure requirements and regulatory quality standards.
  • Acting for regulated gas pipeline and airport companies in appeals against Commerce Commission regulatory determinations.
  • Representing parties successfully in Overseas Investment Office enforcement proceedings.
